  • In a small bowl, whisk the oil, vinegar, herbs, garlic, garlic powder, cayenne, pepper and salt; pour over pepper mixture and toss to coat.
  • Cover and refrigerate for up to 4 hours.
  • Before serving, allow peppers to come to room temperature.
